تأثير التغيير التنظيمي في التنمية المحلية المستدامة .بحث تحليلي في بلدية قضاء حديثة
Abstract
يهدف هذا البحث إلى بيان أثر التغيير التنظيمي في تحقيق التنمية المحلية المستدامة في بلدية قضاء حديثة. اعتمد الباحث المنهج الوصفي التحليلي، واستند إلى استبانة مطبقة على عينة قصدية مكوّنة من 75 من القيادات والموظفين الإداريين والفنيين. شملت الاستبانة أربعة أبعاد للتغيير التنظيمي (التغيير الهيكلي، التغيير في النظم والإجراءات والتحول التقني، القيادة والثقافة التنظيمية، تمكين العاملين) وأربعة أبعاد للتنمية المحلية المستدامة (الاقتصادي، الاجتماعي، البيئي، المؤسسي). أظهرت النتائج أن مستوى التغيير التنظيمي والتنمية المحلية المستدامة في البلدية يقع في حدود المستوى المتوسط المائل إلى الإيجابي، مع تفوق بعد التغيير في النظم والإجراءات والتحول التقني، وضعف نسبي في البعد البيئي. كما بينت معاملات الارتباط وجود علاقة طردية دالة إحصائياً بين جميع أبعاد التغيير التنظيمي وأبعاد التنمية المستدامة، وأوضح تحليل الانحدار أن أبعاد التغيير التنظيمي تفسر نحو 61٪ من التباين في مستوى التنمية المحلية المستدامة، مع بروز بعد التغيير في النظم والإجراءات والتحول التقني كأكثر الأبعاد تأثيراً.
