Based on that is subject stabilizers dynamic to maintain the stability of the general budget of the country of important topics, so the choice of the proportion of public revenue to GDP in developing countries, including Iraq (which is one of the oil producing countries), it is one of the most important financial indicators to determine the capacity and the size of government and evaluation of the results of financial stability based on the principle of automatic installation without interfering discretionary fiscal policy, and that by choosing Sticky dynamically determines as determined by the ratio of public revenue to GDP and preferably in the oil countries that depends on the price of a barrel of oil in the world market. المستخلص : تتسم الاقتصادات في البلدان النامية بصورة عامة ومنها العراق بعدم الاستقرار والاختلالات البنيوية ، وان السياسة المالية اكثر عرضه لتلك التقلبات والصدمات نتيجة لاعتماد الموازنات العامة في تلك البلدان على مصدر ايرادات احادي يتمثل بالإيرادات النفطية في البلدان النفطية او ايرادات صادرات المواد الخام في بلدان اخرى . ونتيجة لتلك الاختلالات البنيوية الحاصلة في الموازنات العامة المتعلقة بجانبي الايرادات والنفقات ( ولاسيما تزايد الانفاق الجاري قياسا بالإنفاق الاستثماري) ، ادى ذلك الى حدوث عدم استقرار اقتصادي وربما سياسي لتلك البلدان. وبناءا على ذلك يعد موضوع المثبتات التلقائية من اهم الموضوعات التي تهدف للمحافظة على استقرار الموازنة العامة للبلد ؛ لذا فان اختيار نسبة الإيرادات العامة إلى الناتج المحلي الإجمالي في البلدان النامية ومنها العراق (والذي يعد من البلدان النفطية) ، يعد من أهم المؤشرات المالية لتحديد سعة وحجم الحكومة وتقييم نتائج الاستقرار المالي المعتمد على مبدأ التثبيت التلقائي من دون التدخل الاجتهادي في السياسة المالية، وذلك من خلال اختيار مثبت تلقائي يحدد على وفق ما تحدده نسبة الإيرادات العامة إلى الناتج المحلي الإجمالي . يفضل في البلدان النفطية بأن يكون الاعتماد على سعر برميل النفط كمثبت تلقائي للموازنة العامة للدولة .
