As suffering Arab agriculture problems of large legal , legislative and technological problems , water and land and weakness in agricultural infrastructure and significant weakness in the policies of macroeconomic making agricultural environment Arab non- Mohlh at the moment to join the organization which is imperative to reap the fruits of accession and minimize the negative impacts. And centered research problem in how to meet the challenges of the accession on Arab states to wto in the agricultural field, because there is a package of the challenges facing the Arab agriculture , land and environmental , water and infrastructure , investment and package technology and laws and legislation and stop government support and weak financial possibilities and Technology and administrative and information technology for the agricultural sector sector, which led to a decline in agricultural production quality and quantity , and the weakness of agricultural exports Arabic, and the inability to price competition and quality of foreign products due to high production costs and low quality on according to the technical specifications and quality of the liberalization of international trade , as well as More problematic policies dumping and support and protection and intellectual property rights and the liberalization of services and foreign direct investment , as well as the contrast between the two parties are the Arab countries, which suffer from a significant lack of inputs and outputs of agriculture, developed countries that suffer from a large surplus beam technological agriculture and a large surplus very production , which requires Arab governments to adopt a package of reforms in the agricultural sector to reap Affiliate positives and minimize the negatives . I have come to the results of which Arab agriculture will face further deterioration due to the internal and external factors. الملخص يعد موضوع انضمام الدول العربية الى منظمة التجارة العالمية ( WTO ) من المواضيع المهمة سياسيا واقتصاديا واجتماعيا. اذ تعاني الزراعة العربية من مشاكل كبيرة قانونية وتشريعية ومشاكل تكنولوجية ومياه واراضي وضعف في البنى التحتية الزراعية وضعف كبير في السياسيات الاقتصادية الكلية مما يجعل البيئة الزراعية العربية غير موهلة في الوقت الراهن للانضمام الى المنظمة الذي لابد منه لحصد ثمار الانضمام وتقليل الاثار السلبية. و تتمحور مشكلة البحث في كيفية مواجهة تحديات انضمام الدول العربية الى WTO في المجال الزراعي بسبب وجود حزمة من التحديات التي تواجه الزراعة العربية ، الارضية و البيئية و المياه و البنى التحتية و الاستثمار و الحزمة التكنولوجية و القوانين و التشريعات وتوقف الدعم الحكومي وضعف الامكانيات المالية والتكنولوجيا والادارية والمعلوماتية للقطاع الزراعي الخاص ، والتي ادت الى انخفاض في الانتاج الزراعي كما ونوعا , و ضعف الصادرات الزراعية العربية , و عدم القدرة على المنافسة السعرية و النوعية للمنتجات الاجنبية بسبب ارتفاع كلف الانتاج و انخفاض جودته على وفق المواصفات الفنية و النوعية لتحرير التجارة الدولية , فضلا عن اشكاليات سياسات الاغراق و الدعم و الحماية و حقوق الملكية الفكرية و تحرير الخدمات و الاستثمار الاجنبي المباشر, فضلا عن التناقض بين طرفين هما الدول العربية التي تعاني من نقص كبير في مدخلات ومخرجات الزراعة ، والدول المتقدمة التي تعاني من فائض كبير بالحزمة التكنولوجية الزراعية وفائض كبير جدا من الانتاج، مما يتطلب من الحكومات العربية اعتماد حزمة من الاصلاحات في قطاعها الزراعي لحصد ايجابيات الانظمام وتقليل السلبيات . ولقد توصل البحث الى نتائج منها ان الزراعة العربية ستواجه المزيد من التدهور بسبب العوامل الداخلية والخارجية.
