Economic development in Iraq ....... Reality and the constraints

Abstract

The Iraqi economics has been and still single side quasi rent Government recognized by it , which is principle cartel in planning couchirs and evaluation plans which led our country to large structure dithering on economics level. IF the evaluation operation taken with auto view in advanced countries , the reason is found the capital under-building , and awakening spreading and education , not faced with cultural and social problems , all these aspects rnade the economics evaluation in advanced countries not obstacles which reflect the economics evaluation in Iraqi that define obstacles evaluation , not corporate with Iraqi economics actual and its finciul , human abilities . the evaluation in Iraqi faces many problems and difficulities , these problems can be classified into: interned problems which impalements in poriority and general section inadd : carelessly , which flabbiness the general section where the special section suffered and with long times from carelessly , and don’t care from the Government with this section , this appeared the negatire role which has large effect on. economics evaluation operation in Iraqi which represented desideration cases deteriorating that consider the principle motivation for the invest to make his investation operation and explain the negative role in corruption administrated game , which is clear sign in Iraqi economics from other side represented by external problems. SO , Government must be work to escape from these problems to warke up in economics evaluation actual . الملخص ان الاقتصاد العراقي كان وما يزال اقتصاداً ريعياً احادي الجانب, استأثرت به الحكومة التي كانت المحتكرة الاساسية في صياغة خطط وبرامج التنمية والتي قادت البلد الى اختلالات هيكلية كبيرة على مستوى الاقتصاد. فاذا كانت عملية التنمية تحدث بصورة تلقائية في البلدان المتقدمة فان السبب في ذلك هو توفر رأس المال والبنى التحتية وانتشار الوعي والثقافة وعدم تعرضها إلى مشكلات ثقافية واجتماعية كل هذه العوامل جعلت التنمية الاقتصادية في البلدان المتقدمة غير متعثرة عكس التنمية الاقتصادية في العراق التي تعرف بأنها تنمية متعثرة لا تتماشى مع واقع الاقتصاد العراقي وإمكانياته المادية والبشرية .فقد واجهة التنمية في العراق العديد من المعوقات والصعوبات وهذه المعوقات تقسم على قسمين معوقات داخلية والتي تتمثل في الازدواجية وترهل القطاع العام فضلا عن الإهمال الذي يعاني منة القطاع الخاص حيث عانى القطاع الخاص ومنذ زمن طويل من الإهمال وعدم اهتمام الدولة بهذا القطاع كما لا يخفي علينا الدور السلبي الذي له اثر كبير على عملية التنمية الاقتصادية في العراق المتمثلة بتردي الأوضاع الأمنية التي تعتبر الحافز الأساسي للمستثمر للقيام بعملياته الاستثمارية وكذلك الدور السلبي الذي لعبة الفساد الإداري الذي بات علامة واضحة في الاقتصاد العراقي إما الجانب الأخر المتمثل بالمعوقات الخارجية الذي يشمل المديونية ودورها السلبي على اقتصاد البلد وكذلك التمويل وغيرها من المعوقات. لذلك على الدولة إن تسعى للتخلص من هذه المعوقات من اجل النهوض بواقع اقتصادي يليق بسمعة العراق ويتناسب مع إمكاناته المادية والبشرية .
