The Importance of Investment of Human capital sector of Education in Thi- Qar government Aces study

Abstract

Abstract: The present research aims to study the importance of human capital and invest it ,it becomes a basic point in economic growth strategies .this importance had been confirmed in samples and studies of modern growth which refers to close relation between them .the growth in development of human abilities and acquired orientation and skills ,this is led to distinguish between quality and quantity sides for human beings . It is divided into three sections ,the first one deals within the theoretical background of human capital and invest it .second section sheds light on the most important cognitive indicators of economic orientation in Iraq ,it considered learning is more close within development .while the third section focuses on analyzing the most important educational and pedagogical indicators in thi qar province .it is summarized that the indicators of cognitive orientation in Iraq especially in thi qar province is still without standard required to raise man's capacity ,skills and knowledge .it recommends to expand iraqi's orientation chooses and developed it as a basic introduction to the process of sustainable human development . orientation chooses and developed it as a basic introduction to the process of sustainable human development . المستخلص يهدف البحث الى دراسة أهمية راس المال البشري والاستثمار فيه اذ أصبح ركنا أساسا في استراتيجيات النمو الاقتصادي وتم تأكيد هذه الأهمية في نماذج ودراسات النمو الحديثة التي تشير الى وجود علاقة ارتباط قوية بينهما فالنمو الذي تحقق في الدول المتقدمة يعود في جانب كبير منه الى تحسين قدرات الإنسان وكسب المهارات والمعرفة الامر الذي يجعل ضرورة التمييز بين الجانب الكمي والنوعي للبشر. لقد جاء البحث ليؤكد اهمية هذا الموضوع في ثلاثة محاور , تناول المحور الاول الاطار النظري لراس المال البشري واهمية الاستثمار فيه . بينما تطرق المبحث الثاني لأهم مؤشرات التوجه الاقتصادي المعرفي في العراق باعتبار ان التعليم هو الاكثر التصاقا بالتنمية وتناول المبحث الثالث تحليل اهم المؤشرات التربوية والتعليمية في محافظة ذي قار وبما يعزز التنمية المكانية المتوازنة لهذه المحافظة . وتوصلت الدراسة الى استنتاج اساس هو :- ان مؤشرات التوجه المعرفي في العراق وبخاصة في محافظة ذي قار لا زالت دون المعايير المطلوبة لرفع قدرات ومهارات ومعرفة الانسان لذلك أوصت الدراسة بتوسيع خيارات الانسان المعرفية وتطويرها كمدخل عام للتنمية البشرية المستدامة.
