Abstract

Abstract The search ask , who can manage the municipal services sector more efficiently and exceed large failures in the provision of services to citizens over the past years despite potential available. This question poses a result of the distribution of tasks implementation services between the two sides, the first is central government and / Ministry of municipalities , the second is local government, both its provincial and county. Search adopted questionnaire for advanced administrator in departments that provide services , who are in contact with both sides of the responsibility. The result is the local governments are best placed to manage municipal services to be planning and management of technical issues at the level of the center, and result in harmony with the directives of the United Nations, which called to be a global planning and implementation locally. المستخلص طرح البحث تساؤلا عن الجهة التي يمكن ان تدير قطاع الخدمات البلدية بكفاءة اكبر وتتجاوز الاخفاقات الكبيرة في تقديم الخدمات للمواطنين خلال السنوات الماضية على الرغم من الامكانات الكبيرة المتوفرة . هذا التساؤل يطرح نتيجة توزيع مهام تنفيذ الخدمات بين جهتين الاولى هي الحكومة المركزية والمتمثلة بوزارة البلديات ، والثانية هي الحكومات المحلية بشقيها مجالس المحافظات والمحافظة . البحث اعتمد الاستبيان للكادر المتقدم في الدوائر التي تقدم الخدمات والذين في تماس مع جهتي المسؤولية . وتبين ان الحكومات المحلية هي الاقدر على ادارة الخدمات البلدية على ان يكون التخطيط وادارة المسائل الفنية على مستوى المركز , والنتيجة تتناغم مع توجهات الامم المتحدة التي دعت الى ان يكون التخطيط عالميا والتنفيذ محليا .
